As per license agreement The number of available licenses are based on a ratio of roughly 1 state license to every 3,000 U.S. citizens. The contract maximum number of state licenses that will be issued is 100,000 state residential licenses (+/-5%). You can purchase just 1 state license or you can purchase multiple state licenses of different states at any time they remain available. Purchasing more than one license allows you to generate more income. Only one license per state allowed per person/company.
The national license covers all 50 states with all domestic territories and districts included.

Compensation Terms (per license agreement) 1. When you purchase at least one state license you will be able to receive 100% referral payments and 100% end energy user contract payments from that state as well as 100% kilowatt income.
2. When you have at least one state license you will receive 50% of the referral payment if you refer someone who purchases a different state than any state you currently hold. You will receive 50% of the end energy user contract payments if from a different state than any state you currently hold. For any state that you do not have a license for you will receive 50% of the kilowatt income. If you purchase the state licenses that you do not have before they are all sold you will receive the remainder of the 50% referral, end user contract and kilowatt payments.
3. Any sales to any other state which you don’t have a license for must be done via other means (i.e. mail, internet, print, television, radio, phone, etc.) and is 50% of the Net Revenue Level. No physical location presence allowed.
4. When the modules are ready for distribution, retailer/marketers that have a license in each particular state can have a number of FluxStores in each state. For example if you hold 10 state licenses this is multiplied by 25% and you can set up 2.5 stores in each of the 10 states that you hold for a maximum of 10 x 2.5 = 25 FluxStores. If you hold 5 state licenses you can set up 1.25 stores in each of the 5 states that you hold for a maximum of 5 x 1.25 = 6.25 stores. For “total stores” the remaining fraction is rounded down. Any fractions in the stores per state are added together and distributed evenly across your held states (1 store per state, 25 max).
Licensees are allowed to form a company and hire employees but not operate a referral or multilevel marketing system in connection with these licensed products in any state. Employees are not physically allowed to market in another state unless you have a license for that state. Stores must be centrally owned and operated and not reseller, sub-licensed or affiliate based which handle Fluxcell technology.
Once all of the licenses for a state are issued there will be no more licenses available for that state.
